HILEV3B - Mosaic HILEV3A output images for Mars 1:500k mapping project
HILEV3B mosaics up to 50 files created by HILEV3A.  When INIT=Y,
HILEV3B will initialize a mosaic file with the given latitude and
longitude range.  The given center longitude will be matched against
the center longitude of each input file, if they don't match NEWMAP
will be run on the input image.  The input files will not be deleted,
unless they are run through NEWMAP, in which case the input file will
be deleted and the output file with the corrected center longitude
will be kept (it will be the same name as the input file).

The keyword LEVEL is read from the labels of each input image. If
the user defined value and the extracted value do not match the
procedure will NOT continue, the name of the file with the mismatched
LEVEL value will be displayed along with an error message. The QUAD
name (ex: "-90000" or " 90000") is also recorded in the keyword
label section of the mosaic as PRODUCT_ID.

HILEV3B runs the following programs:

MOSAIC - mosaic HILEV3A images to output mosaic
GETKEY - gets MAP_RESOLUTION, CENTER_LONGITUDE, and LEVEL from the
  labels of each input image
NEWMAP - matches the center longitude of the input image to the
  output mosaics center longitude
LABELS - Updates the PRODUCT_ID keyword of the output mosaic to
  reflect the MTM quadrangle name.

ADDITIONAL NOTES:

ParmDescription
FROM
HILEV3B will mosaic up to 50 files.  This procedure assumes
a file extension of .cub for the input files so the file
names must be entered without an extension. The images will
be mosaicked in the order they are listed.
TO
The name of the output mosaic.
QUAD
This is the MTM quadrangle number, which ranges from -90000
to 90000.  The first 3 characters are the center latitude of
the quadrangle to the nearest degree and the second three
characters are the center longitude ranging from 0 to 360.
This value is used to name the quadrangle in the labels, it
is not used to define the boundaries of the quadrangle.

LEVEL
The user needs to indicate which HILEV3A output files are
being mosaicked in this procedure.  The only valid values
for this parameter are 351 and 3251. This procedure will
check this value against the value of the LEVEL keyword of
each image, if they do not match the procedure will NOT
continue.
TOP
This is an option in mosaic, whether the input images are
to be mosaicked on top or underneath the mosaic.
INIT
If INIT=Y then an output file will be created, called the
name given in TO.  The file will be all zeros with the size
of the output file determined by the mapping parameters of
the given quadrangle (latitude, longitude range and center
longitude).
WORK
Work disk for creating temporary files.
 Default current directory
