lev1prop - Propagate level 1 keyword groups to another file
This program will propagate the Level 1 keyword groups from
the FROM file to the TO file. The keyword groups propagated
are: ISIS_TARGET, ISIS_GEOMETRY, and ISIS_INSTRUMENT.

There is also an option to propagate the BAND_BIN group. This
group should only be propagated under rare circumstances at
the user's risk.

ADDITIONAL NOTES:

Parm	Description
FROM	Input file containing Level 1 keyword groups to be propagated to the TO file. This file must contain the following keyword groups: ISIS_TARGET, ISIS_GEOMETRY, and ISIS_INSTRUMENT.
TO	A pre-existing file to which the Level 1 keyword groups will be propagated. If this file already contains the ISIS_TARGET, ISIS_GEOMETRY, or ISIS_INSTRUMENT groups, then they will be deleted prior to propagation of the FROM Level 1 keyword groups.
PROPBBIN	Determines if the BAND_BIN group will be propagated from the FROM file to the TO file. This should only be done on rare occasions.
