moc_fixlabel Documentation

moc_fixlabel - Update the labels in an MGS MOC image
moc_fixlabel should be run on a MOC ISIS cube created by
the pds2isis program.  moc_fixlabel is responsible for
making mission-related corrections to the labels of a MOC
ISIS cube.
