mocgap - Fix data gap in MOC images

ADDITIONAL NOTES:

Parm	Description
FROM	Input cube file name. If the file extension is omitted, then ".cub" will be assumed. selects the entire cube.
TO	Output cube file name. If the file extension is omitted, then ".cub" will be assumed.
MAXDEV	Any point that lies more than MAXDEV standard deviations from the average of the pixels surrounding detector 371 is considered to be a bad pixel.
