nav2isis - Create ISIS IMP file list from PDS Navigator output
nav2isis translates the IMP-specific output from the PDS
Navigator database to a list of ISIS IMP data file names.
This output list file can then be used in the generation of a
PDF for processing the data.  The input PDS Navigator file
must be in the following format:

IMP_EDR-1247812358-REGULAR-0185020006,fn

where fn is the filter number for the image.

Parm	Description
FROM	The name of the PDS Navigation file that is to be used in generating the output list of ISIS IMP file names.
TO	The output list of ISIS IMP file names.
