vgrfixlabel - Update the labels in a VOYAGER ISS image
vgrfixlabel should be run on a VOYAGER ISS ISIS cube
created by the pds2isis program.  vgrfixlabel is
responsible for making mission-related corrections to
the labels of a VOYAGER ISS ISIS cube. This program
will eventually replace the voyfixlabel program. The
vgrfixlabel program should be used when processing a
VOYAGER ISS image through the new lev system. It needs
to be run prior to the levinit program.
