Unable to spiceinit Dawn images in production version
spiceinit will work again on Dawn, Kaguya, and Messenger cubes
A bug in production isn't allowing spiceinit (and any program that uses the NaifFrameCode) to work on DAWN FC images.
Example Error Messages:
"File does not appear to be a Dawn Framing Camera image. (-203121 is not a Dawn FC instrument code)"
"File does not appear to be a Dawn Framing Camera image. (-203128 is not a Dawn FC instrument code)"
This bug appears to have been introduced during the week of 09/01/15-09/08/15.
When fixed, a category test should be added for each instrument that processes an image at least through the spiceinit stage to prevent this type of oversight in the future.

This bug is a result of modifications to the camera classes (#2335). In the DawnFcCamera class, we were not checking all valid naif frame codes for the FC instrument. Will need to update any other camera classes that have this issue.

Dawn framing camera, Kaguya MI, and Messenger MDIS camera models have been updated so that all valid frame codes are considered for each are considered when determining the spacecraft name.
