The crism2isis application test has "catlab" included so the testing will support pixel offset testing.

This has been confirmed to use the ProcessImportPds::GetProjectionOffsetMults() routine.

It also uses catlab to check test results. For deployment we just need to update UpperLeftX and UpperLeftY in truth files for offset change.

I have confirmed that updating the default PDS default values results in the correct UpperLeft[X,Y] values. At this point we need a deployment plan to do the change and checkin the code/.def/truth files along with other programs in #2244. Also see #4507 for details on mission specific tests that were done.
